Google Ads Account Suspended: Causes, Appeals and Fixes.

A suspension stops every ad in the account at once, and the wrong response (a rushed appeal or a fresh account) can make it permanent. Here is the order we use to find the real reason, fix it, and file one appeal that has a chance.

A Google Ads account suspended notice means every ad in the account has stopped and the account is read only until Google grants an appeal. Google groups the reasons into a few buckets: billing and payment problems (unpaid balance, suspicious payment activity, chargebacks, promotional code abuse), egregious policy violations such as Circumventing systems or Unacceptable business practices, repeat policy violations that reach a third strike, unauthorized account activity, and Google Account age requirements. The fix is always the same order: find the exact reason, correct everything behind it, verify what Google asks you to verify, then file one appeal through the Contact Us link in the account notice.

One rule before anything else: do not open a new account to get around a suspension. Google says new accounts created after a suspension may also be suspended.

What a suspension stops.

When an account is suspended, all ads stop serving and you cannot advertise from that account. Google moves it to a read only state. You can still sign in, view campaigns and reports, make payments, claim refunds, download tax documents, update security settings, cancel the account, and submit appeals. Suspensions are treated as permanent unless an appeal succeeds.

A suspension is different from a pause. Google pauses accounts for things like incomplete advertiser verification or an open investigation. A paused account cannot run ads either, but the way back is usually finishing the task Google named, and a billing pause can be cleared by an admin who confirms the payment method or pays the balance. If the notice at the top of your account says paused, solve the named task before you think about an appeal. If ads are running but simply not spending, that is a different problem, covered in Google Ads not spending budget.

Suspension reasons Google lists.

Google's account suspensions overview names these categories at the time of writing:

  • Billing and payment: Google's billing page lists four triggers, an unpaid balance or concerns about future payments, suspicious payment activity, requesting a chargeback, and promotional code abuse.
  • Egregious policy violations: suspended on detection with no warning. The list includes Circumventing systems, Coordinated deceptive practices, Unacceptable business practices, Counterfeit, Malicious software, Trade sanctions violation, Sexually explicit content, unauthorized pharmacies and prescription opioids, and child sexual abuse and exploitation. Google says these advertisers will not be allowed to advertise again.
  • Repeat policy violations: for policies under the strike system, the first violation gets a warning and no strike, the first and second strikes bring temporary holds of 3 and 7 days, and a third strike suspends the account. Google gives at least 7 days of warning before a repeat violation suspension.
  • Unauthorized account activity: if Google detects someone using the account without permission, it suspends it temporarily to protect you.
  • Google Account age requirements: the person who created the Google Account must have entered their own age, not the age of the business.
  • Advertiser verification: missing a verification deadline now pauses the account rather than suspending it, per Google's verification timelines page. Submitting false information during verification can lead to suspension.

Circumventing systems and misrepresentation.

These two produce the most confusing notices because they are broad. The Circumventing systems policy bans attempts to circumvent or interfere with Google's advertising systems and processes. Google treats it as egregious, so the account is suspended on detection. Google does not publish a full list of triggers. The risk signals we check first are a new account connected to a previously suspended one, and ads whose final URL or landing page does not match what the visitor actually gets. The appeal has to explain the account plainly rather than argue about one ad.

Misrepresentation has ten subpolicies at the time of writing. Two, Unacceptable business practices and Coordinated deceptive practices, are egregious and suspend on detection. Unacceptable business practices covers hiding or misrepresenting information about your business, including offering services you cannot deliver or are not licensed for, implying a false affiliation, and impersonating another business. Misleading representation, a separate subpolicy, covers omitting material information about your identity and using a business name that does not clearly represent the advertised business. For a contractor, the weak spot is an anonymous landing page with no legal name, service area or phone.

Suspicious payment activity and unpaid balance.

Billing suspensions are the most fixable kind. Suspicious payment activity often follows a new card that does not match the business, a payment profile shared across accounts, a burst of declined charges, or a chargeback. Unpaid balance means a charge failed or Google has concerns about future payments.

Before an appeal on a billing suspension is processed, Google may ask you to verify each payment method within 30 days. The verification happens through Google Payments and can take one of three forms: a temporary charge of no more than $1.95 USD whose last six digits are your code (refunded within 30 days), a payment of the outstanding balance or a system set amount, or a document upload. Documents may include a government ID, proof of address and an image of the payment method. Names must match across documents, nothing can be expired, and images must be clear, in color, and show all four corners. Document review can take a few days.

How to appeal a Google Ads suspension.

Google's guidance is three moves: understand every violated policy, fix every violation, then appeal. The order we follow:

Read the notice word for word.
The banner at the top of the account names the reason. Write down the exact policy or billing label. A billing suspension and a Circumventing systems suspension need completely different appeals.
Check for unauthorized access.
Review who has access and recent change history. If anything looks unfamiliar, secure the Google Account first. Google suspends temporarily when it detects unauthorized activity.
Fix everything, including paused ads.
Google tells you to review all ads and websites, including paused ads and ads that are not disapproved. Edit or remove every disapproved ad. An edit must actually change the ad for it to be resubmitted. Fix the website itself, not just the ad text.
Bring related accounts into compliance.
Before you appeal, make sure linked and related accounts meet policy. Each suspended account needs its own appeal.
Complete any verification Google requests.
Billing suspensions may require payment method verification within 30 days. Some policy suspensions require advertiser verification before the appeal is reviewed, and Google says some advertisers get three attempts before they can no longer appeal.
Submit one appeal through Contact Us.
Select the Contact Us link in the notification at the top of the account and complete the appeal form that opens on the right. Explain the context for each violated policy and what you changed. While it is under review, Contact Us shows Appeal pending.
Wait for the email, then decide.
Google emails the outcome. A rejected appeal can be resubmitted the same way, so only refile with something new to show.

Documents and details that help.

Google's form does not publish a document checklist for policy appeals, so we prepare what proves the business is real and matches what the ads say:

  • Legal business name exactly as it appears on the payment profile, the website and the advertiser verification record.
  • Government ID and proof of address for the payer, if a billing verification asks for them.
  • Trade licenses, insurance and any registration required for the services you advertise.
  • A short written list of what you changed: ads removed or edited, pages updated, payment method replaced.
  • The landing page URLs, so the reviewer can see the business name, address or service area, phone and terms on each one.

Google asks for appeals that are thorough, accurate and honest, and reinstates only in compelling circumstances, such as a mistake on its side.

Timelines Google states.

At the time of writing, Google gives at least 6 months from the suspension date to appeal. It publishes no review time for policy suspension appeals. Appeals for paused accounts mostly take 5 to 7 business days, and advertiser verification review can take up to 5 business days, rarely up to 30. Payment method verification is due within 30 days when requested. Many appeals for the same suspension may not be processed, and misusing the appeal function can pause appeals for 7 days.

How to prevent a suspension.

For service businesses, the controllable risks are identity and billing more than ad copy:

  • Pay with a card in the business's legal name, keep it current, and avoid chargebacks; resolve billing disputes with Google support instead.
  • Keep one consistent business name, address or service area, and phone across the website, Google Business Profile, the payment profile and advertiser verification.
  • Put the real business name, a phone number, service area, licenses and terms or a privacy policy on every landing page, and make sure the final URL lands on the same domain the ad shows.
  • Complete advertiser verification as soon as it is requested; the deadline cannot be extended.
  • Respond to policy warnings fast so a first violation never becomes a third strike.

How do I appeal a Google Ads suspension?

Fix every violation first, complete any payment or advertiser verification Google requests, then select the Contact Us link in the notification at the top of the account and complete the appeal form. Submit one appeal at a time; Google emails the outcome.

What does suspended for circumventing systems mean?

Google believes the account tried to get around or interfere with its ad systems. It is an egregious policy, so suspension comes without warning, and Google reinstates only in compelling circumstances such as an error.

How do I fix a suspicious payment activity suspension?

Verify each payment method Google asks about within 30 days through a small verification charge, a payment, or a document upload with matching names, then appeal. A card in the business's legal name prevents most repeats.

Can I just open a new Google Ads account?

No. Google says related accounts and new accounts created after a suspension may also be suspended, and it recommends reinstating suspended accounts before creating new ones.

How long does a Google Ads suspension appeal take?

Google publishes no fixed review time for policy appeals. You have at least 6 months to appeal, and appeals for paused accounts mostly take 5 to 7 business days.
