Google Ads Spam Leads: Causes and Fixes in Order.

Spam form fills cost more than the time it takes to delete them. When they count as conversions, they teach Smart Bidding to buy more of the same. Here is how we find the source and shut it down in order.

Google Ads spam leads usually come from three places: Search partners and Display inventory (including the Display and partner parts of Performance Max), lead form assets set for volume, and bots that submit your landing page form directly without ever clicking an ad. The fix is to confirm the source, cut the inventory that sends it, harden the form, and stop telling Smart Bidding that every form fill is a win. That last step matters most, because an account that counts spam as conversions will go find more of it.

For a home services company the pattern is familiar: lead volume looks great in Google Ads, while the office sees gibberish names, dead numbers and pitches for SEO packages. Below is the order we work through it.

Why spam leads show up in Google Ads.

Spam follows the inventory and the measurement. If a campaign reaches low-quality placements and the account rewards any form submission, bidding learns those placements produce cheap conversions and moves budget there.

  • Search partners: partner sites in the Search Network. Search campaigns can include them through the Include Google search partners option, and Performance Max can serve there too.
  • Display Network: a Search campaign with the Display Network option on can show beyond search results. Display and Search partners are also channels inside Performance Max.
  • Lead form assets: Google-hosted forms on Search and Performance Max campaigns. The default More volume form is short, so accidental and low-intent submissions get through easily.
  • Direct bot submissions: scripts that post to your form URL or endpoint. These never touch an ad, but if your conversion tag fires on the thank-you page they can still be counted.
  • Counting every submission as a primary conversion: not a source of spam, but the reason spam grows. Smart Bidding optimizes toward whatever you call a conversion.

How to confirm the source in the account.

Before changing anything, match the junk leads to their source. You need the lead list with timestamps, and ideally the click ID (gclid) captured with each submission. If your forms do not store the gclid yet, fix that first; you need it later for offline conversion import.

Segment Search campaigns by network.
In the campaigns or ad groups table, use Segment and choose Network. Compare cost per conversion and conversion rate for Google Search against Search partners and Display. A network with cheap conversions and no booked jobs is the first suspect.
Open the Performance Max channel performance report.
From Campaigns, open the Insights and reports menu and select Channel performance, then pick the campaign in the filter bar. At the time of writing, the report lists Google Search, Display Network, YouTube, Discover, Maps, Gmail and Search partners as separate channels, so you can see where conversions are being credited.
Check the Performance Max placement report.
In Report editor, the predefined Performance Max campaigns placement report shows where ads served and their impressions, including Search partner sites. Google says it is a brand safety tool, not a performance report, so use it to find junk placements to exclude rather than to judge results.
Compare lead forms to website forms.
If you run a lead form asset, download its leads and compare them with website leads for the same period. Note that Google Ads keeps lead form leads for 60 days and CSV downloads cover the last 30 days, so export on a schedule or connect a webhook or the API.
Look at time of day and content patterns.
Bots cluster at odd hours, arrive in bursts seconds apart, reuse one email domain or paste links into the message. Real homeowners mention a problem, an address or a timeframe.
Follow conversions to booked jobs.
Pull 30 to 60 days of conversions and match them to your CRM or field service software. If a campaign, network or channel shows plenty of conversions and close to zero estimates or booked jobs, you have found where the spam is being counted.

Cut the inventory that sends the junk.

Start with the cheapest fix. For Search campaigns, open campaign settings and clear Include Google search partners and Display Network if segmentation shows those networks are producing the bad leads. Google says search partners are included by default when you create a Search campaign, so many accounts have them on without anyone deciding to. Partner traffic is not always bad, so decide on your own data.

Performance Max does not give you a switch to turn off Display or Search partners at the time of writing. What you can do is exclude placements at the account level: go to Tools, then Content suitability, then Advanced settings, and add sites, YouTube channels or videos to Excluded placements. Google applies these to all campaigns in the account, including Performance Max, and says new exclusions usually take effect within 12 hours. Content suitability also lets you exclude content types and themes.

Brand exclusions solve a different problem. They stop a campaign serving on branded queries you choose, and in Performance Max they apply to Search, Shopping and YouTube search inventory. They will not block a bot.

Tighten lead form assets.

Lead form assets can run on Search and Performance Max campaigns. Each form has an optimization choice: More volume, the default, uses a shorter form, while More qualified uses a design with more steps. Google says More qualified may bring in fewer leads, but those leads generally show more interest, and that the choice can change cost per lead. You can switch between them at any time. For a home services company that pays a person to call every lead back, fewer and better is almost always the right trade.

Add qualifying questions (service needed, timeframe, ZIP code) and send leads to your CRM through the webhook or an integration so they are worked as fast as website leads.

Harden the website form.

Account changes do nothing about bots that post straight to your form. That has to be fixed on the site, and the fixes stack:

  • A honeypot field: a hidden input real visitors never see. Anything that fills it is a bot, and the server drops the submission.
  • A CAPTCHA or invisible challenge on the submit step, scored on the server, not only in the browser.
  • Server-side validation: required fields checked again on the server, phone numbers checked for a valid format and area code, email domains checked, and links in the message field rejected or flagged.
  • Rate limits by IP and email.
  • Fire the conversion only after the server accepts the lead. If the tag runs on a thank-you page that a bot can load, or on a button click, you are counting attempts, not leads.
  • Phone or email verification on high-cost forms, such as a text code before the request goes through.

Keep the form short for real people. Our conversion tracking diagnostic covers how to move the event so it only fires on an accepted submission.

Stop training Smart Bidding on spam.

This is the fix that lasts. Smart Bidding optimizes toward the conversions you mark as primary. If every form fill is primary, a spam fill and a sold roof replacement are worth the same to the algorithm, and spam is cheaper to get.

The answer is to send back what happened after the lead came in. Google calls the current version enhanced conversions for leads, an upgraded form of offline conversion import that uses hashed user-provided data such as email alongside the gclid. Google recommends choosing Qualified lead or Converted lead as the goal and using a separate conversion action for each stage of the funnel. In practice that means a qualified lead action when the office confirms a real person with a real job, and a converted action when the job is sold. Our walkthrough on offline conversions from your CRM covers the setup.

Once those actions have enough volume, make the qualified or sold stage primary and move raw form submissions to secondary so they still report but no longer drive bids. If some lead types are worth more than others, conversion value rules can adjust values by conditions such as location or device, and value-based strategies such as Maximize conversion value or Target ROAS will optimize to the adjusted values.

What to expect after the fix.

Reported conversions usually fall once spam stops counting, and cost per conversion rises. That is the account telling the truth. Judge the change on cost per booked job from your CRM. If you change the primary conversion action, give Smart Bidding time to relearn before you judge results, and avoid changing budgets and targets in the same week. Why am I getting so many spam leads from Google Ads?

Most often the campaign is reaching Search partners or Display inventory, a lead form asset is set to More volume, or bots are posting to your website form directly. Counting every form fill as a conversion then teaches Smart Bidding to buy more of it.

Do Performance Max campaigns cause spam leads?

They can, because Performance Max serves across Display, Search partners and other channels. Check the Channel performance report to see which channels earn conversions, exclude bad placements at the account level in Content suitability, and bid on qualified leads imported from your CRM instead of raw form fills.

Should I turn off Search partners?

Turn it off for a campaign when network segmentation shows partner traffic produces conversions that do not become booked jobs. They are on by default in new Search campaigns, so check the setting.

How do I stop fake leads from Google Ads lead forms?

Switch the lead form from More volume to More qualified, add qualifying questions, and send leads to your CRM quickly through a webhook or integration. Then import the leads your team qualifies back to Google Ads so bidding favors the people who actually book.

Will reCAPTCHA alone fix Google Ads spam?

No. A CAPTCHA or invisible challenge stops some bots on your website form, but it does nothing about low-quality ad inventory or lead form assets. Pair it with a honeypot, server-side validation and a conversion that fires only on accepted leads, then bid on qualified leads.
