Google Ads Conversion Tracking Not Working? Fix It in Order.

A broken conversion tag does more than spoil a report. It feeds Smart Bidding the wrong signal and can quietly shift budget away from what works. Here is the diagnostic order we use on our own sites and on accounts we take over.

When Google Ads conversion tracking is not working, the cause is almost always one of seven things: the Google tag is missing from some pages or loads after the event, the event snippet sits on the wrong page or carries the wrong conversion label, the conversion linker is missing so the click ID is never stored, consent mode is denying ad storage, a redirect or form handoff drops the GCLID, the action that fires is set as secondary while the one you watch is primary, or the conversion has simply not finished processing. You find which one with Tag Diagnostics in the Google tag settings, Tag Assistant from the conversions summary, and the browser network tab, then you fix one layer at a time.

Google Ads website conversion tracking has two parts. The Google tag (gtag.js, configured with your AW- account ID) loads on every page, reads the gclid parameter that auto-tagging adds to the landing page URL, and stores it in first-party cookies such as _gcl_aw. The event snippet, a gtag event call with send_to set to your conversion ID and label, fires on the conversion page and sends a request to Google that carries the stored click ID.

What each conversion status means.

Two places show status. The Tracking status column in the conversions summary uses labels like Unverified, Tag inactive, No recent conversions and Recording conversions. The overview status uses Active, Needs attention, Misconfigured, Awaiting conversions and Removed. Google has renamed some overview labels (Inactive is now Misconfigured, No recent conversions is now Awaiting conversions), so older screenshots and older accounts may show either name.

  • Unverified: the tag tied to this conversion action has not fired yet. Normal for a new, low-volume action.
  • Tag inactive or No recent conversions: Google has recorded no conversions attributed to ad clicks for this action in the last 7 to 14 days.
  • Awaiting conversions: no conversions in the last 7 days, usually because the action is under 48 hours old, campaigns are paused, or traffic is too low.
  • Needs attention: there are issues to fix, but the action has not stopped recording entirely. Open View details to see the specific alert.
  • Misconfigured (formerly Inactive): conversions have stopped recording entirely because of a setup error or a broken tag. Treat this as an outage.
  • Removed: the action was deleted or archived. Google also removes actions that have not recorded data in the past 13 months, and archived actions can be re-enabled.

The seven causes we find most often.

  • Google tag missing on some pages: the landing page has no tag, so the gclid in the URL is never written to a cookie and the later conversion has nothing to match.
  • Event snippet on the wrong page or with the wrong label: the snippet fires on the form page instead of the thank-you page, or the send_to value points at an old or deleted conversion action.
  • No conversion linker: in Tag Manager, without a Conversion Linker tag firing on all pages, the click ID is not stored in first-party cookies and matching fails.
  • Consent mode denying ad storage: with ad_storage denied, Google tags do not set new advertising cookies, so the click ID only survives if URL passthrough or modeling covers it.
  • GCLID dropped in transit: a redirect, a vanity URL, a booking widget on another domain, or a form handoff strips the gclid before the Google tag can read it.
  • Wrong action set as primary: the action that actually fires is secondary, so it shows only in All conv., while the Conversions column and Smart Bidding look at a different, dead primary action.
  • Processing delay mistaken for failure: conversions are reported against the click date and take hours to land, so today looks empty while the tag works fine.

How to verify the tag before you change anything.

Check what the browser sends, not the settings screen. Three tools, in order.

Tag Diagnostics. In Google Ads open Goals, then the Google tag settings. Under Your Google tag, in the Tag quality section, select View diagnostics. The status reads Excellent, Good, Needs attention, Urgent or No recent data, and the issue list names concrete defects: untagged pages, event commands sent before the config command, a missing conversion linker, Tag Manager event tags without a matching Google tag, and EEA traffic not labeled with consent. If it flags untagged pages, open the Tag coverage summary for the URL list.

Tag Assistant. In Goals, Summary, choose All conversions, find the Tracking status column, hover the status and select Troubleshoot. Enter your landing page or home page URL (Google recommends this over the conversion page itself), connect, and complete a real test conversion.

The network tab. Open developer tools, go to Network, and filter on googleadservices or conversion. A working conversion produces a request to the pagead conversion endpoint with your conversion ID in the path and the label in the query string. No request means the snippet never fired.

Diagnose top to bottom.

Each step isolates one layer. Stop at the first real failure, fix it, and retest from the top.

Confirm the conversion action and its goal.
In Goals, Summary, open the action you expect to count. Check it is enabled, check it is Primary, check its goal is set as an account default (or used as a campaign-specific goal), and note the conversion ID and label. If two actions track the same event, for example a Google Ads tag action and a GA4 import, make one primary and the other secondary or you will double count.
Land with a test gclid and check the cookie.
Open the landing page with ?gclid=TeSter-123 appended (use & if the URL already has a query string). Watch the Network tab for 301 or 302 responses and read the Location header. If the final URL lost the parameter, the redirect is dropping it. Then check for _gcl_aw in cookies. Missing cookie with consent granted means no conversion linker.
Test with consent accepted and declined.
Clear cookies, land, and decline the banner. Then repeat and accept. If the click ID survives only on accept, consent mode is working as designed and you are relying on modeling and URL passthrough for decliners. Set a default consent state before any Google tag fires.
Follow the click ID through the form.
If the form lives on another domain, inside an iframe, or on a scheduling tool, the gclid must travel with it. Configure cross-domain linking in the Google tag so the _gl parameter carries the click across domains, or capture the gclid into a hidden field and send it to your CRM for an offline import.
Fire a real conversion and read Tag Assistant.
Complete the actual form or checkout. In Tag Assistant confirm the conversion event fires once, on the confirmation step, with the right send_to value, transaction ID and value. Firing twice means duplicate tags.
Wait for processing before you judge.
Google Ads states that tag-based conversions refresh in about 3 hours under last click and about 15 hours under other attribution models. Imports from GA4 take about 12 hours under last click and 24 hours otherwise. Check the next day, on the click date, not the conversion date.

Google tag vs event snippet.

The Google tag is the base code: one per site, on every page, ideally in the head. It does not record a conversion by itself. The event snippet is per conversion action and goes only on the page or interaction that means success. Google also requires the event snippet to run after the Google tag. Tag Diagnostics flags event commands sent before the config command. In Tag Manager, the equivalent rule is that each Google Ads Conversion Tracking tag needs a Google tag and a Conversion Linker in the same container. We cover the trigger side of this in why a Google Tag Manager tag is not firing.

What is normal and what is a red flag.

Some gaps are expected. Google Ads reports conversions on the date of the ad click by default, so a lead that arrives today from last week's click lands on last week's row. The Conversions (by conv. time) column shows the same data by the date it happened. The default click-through conversion window is 30 days and can be set from 1 to 90 days, so a short window silently drops slow converters.

Google Ads will never match your CRM exactly: it counts only conversions tied to an ad interaction inside the window, and may add modeled conversions for consented-out traffic. See why GA4 conversions are not showing for the GA4 side of the same gap.

Red flags: a primary action at Misconfigured, Unverified a day after a real test conversion, conversions above real orders, and Tag Diagnostics at Urgent. Our conversion tracking audit checklist runs these checks every month.

Make the fix durable.

Once the browser tag is clean, add the server and first-party layers that survive blockers and consent loss. Enhanced conversions send hashed email or phone with the conversion so Google can match when the cookie is gone. For lead generation, store the gclid with every lead and send qualified outcomes back as offline conversions from your CRM. Phone leads need their own path, which we cover in the CallRail Google Ads integration guide.

Why does my Google Ads conversion say Unverified?

Unverified means the tag tied to that conversion action has not fired yet. If the action is new or the conversion page has had no traffic, that is expected. If it persists after a real test conversion, open Tag Assistant from the Troubleshoot link in the Tracking status column and check that the event snippet fires with the right conversion ID and label.

How long does it take for Google Ads conversions to show up?

Google Ads documents that tag-based conversions refresh in about 3 hours under last click attribution and about 15 hours under other models. Conversions imported from GA4 take about 12 hours under last click and 24 hours otherwise. Conversions also land on the date of the ad click, not the date they happened.

Do I need a conversion linker tag?

If you track Google Ads conversions through Google Tag Manager, yes. The Conversion Linker stores ad click information from the landing page URL in first-party cookies such as _gcl_aw on your domain. Without it, conversions often fail to match to clicks. The gtag.js Google tag handles this on its own when installed directly.

Why are my conversions in All conv. but not in Conversions?

The action is secondary, or its goal is not used by the campaign. Only primary actions in goals the campaign uses appear in the Conversions column and drive Smart Bidding. In Goals, Summary, set the action to Primary and make its goal an account default or a campaign-specific goal.

Does consent mode stop Google Ads conversion tracking?

It changes it. When ad_storage is denied, Google tags stop setting new advertising cookies, so many conversions cannot be matched directly. Advanced consent mode sends cookieless pings that Google uses for conversion modeling, and URL passthrough carries click IDs between pages. Set a default consent state before any tag fires.
