Performance Max for home services lead generation works best as a second campaign next to a healthy Search campaign, not as a replacement for it. Search should stay primary when your budget is tight, your service area is small, or you cannot yet tell a booked job from a junk form fill in Google Ads. Performance Max earns a place once Search is capturing most of the demand it can, conversion tracking reports qualified leads rather than raw submissions, and you have the controls set that keep it off your brand terms and off pages and placements that do not sell jobs.
Search vs Performance Max is not a contest. Both bid in the same Google Search auction, and Google publishes rules for which one serves. Below is where each fits a roofing, HVAC, plumbing or remodeling account, the controls to set, and how we test.
What Performance Max is and where it runs.
Google describes Performance Max as a goal based campaign type that gives one campaign access to all of its ad inventory. You supply text, images and videos, a conversion goal and a budget, and Google's automation decides where and when to show ads. The Google Ads help page on Performance Max lists the channels as YouTube, Display, Search, Discover, Gmail and Maps. Google's channel definitions put Search partners inside Search and Waze inside Maps.
For a contractor that means two things. Part of the budget goes to inventory Search never touched, and on Google Search itself Performance Max picks queries from your assets, landing pages and optional search themes instead of keywords.
Local Services Ads moving into Performance Max is a separate change, covered in the Local Services Ads move to Performance Max. This guide is about a standard Performance Max campaign bidding on your own conversions.
When Search should stay primary.
We keep Search as the main campaign, and hold Performance Max back, when any of these are true:
- Search is still limited by budget. A second campaign spreads the same dollars thinner.
- The conversion action counts every form fill and short call. Performance Max finds the cheapest version of whatever you count.
- Lead volume is low. Google's lead generation guidance asks for a goal with at least 15 conversions in the last 30 days for value based bidding.
- The service area is a handful of ZIP codes, so extra reach adds little.
- You need keyword level control over which query paid for which job.
Performance Max fits when the opposite holds: Search is fully funded, the account imports qualified leads or booked jobs from the CRM, volume is there to learn from, and you have real photos and short videos of crews and finished work.
| Question | Search campaigns | Performance Max |
|---|---|---|
| Where do ads show? | Google Search, plus Search partners if you leave that setting on | Search, Maps, YouTube, Display, Discover and Gmail from one campaign |
| How is the query chosen? | Your keywords and match types | Assets, landing pages, audience signals and optional search themes, no keywords |
| Who wins an identical query? | An eligible exact match keyword identical to the search term takes priority | Shares priority with phrase and broad match only when a search theme is identical to the query |
| How do you block bad queries? | Campaign, ad group and account negative keywords | Campaign negative keywords and account negatives (Search and Shopping only), plus brand exclusions |
| How do you block bad placements? | Mostly not needed on Search only | Account level placement exclusions and content suitability settings |
| What reporting do you get? | Keyword, search term and ad level | Search terms and landing pages report, plus a channel performance report |
The lead quality risk.
The biggest risk with Performance Max for lead generation is what counts as a lead. Smart Bidding optimizes toward the campaign's conversion goals, and Performance Max has more cheap inventory than Search. If a junk form fill counts the same as a booked estimate, it can hit target CPA with spam. Cleanup is covered in Google Ads spam leads; here is the short fix.
Google's Performance Max lead generation best practices say to optimize to deeper funnel conversion actions where possible, and list Qualified lead and Converted lead among the lead goals. Google's offline conversion FAQ recommends a qualified lead or converted lead goal when you set up enhanced conversions for leads, recommends uploading conversions at least daily, and states that Smart Bidding works with imported conversions. GCLID based imports must arrive within 90 days of the click, and enhanced conversions using hashed customer data within 63 days. See our setup for offline conversions from your CRM such as ServiceTitan or Jobber.
Controls Google offers in Performance Max.
At the time of writing Google documents these controls, and we set all of them before a home services campaign spends:
- Brand exclusions: apply brand lists under the campaign's Settings, Additional settings, Brand exclusions. Google says they apply only to Search, Shopping and YouTube search inventory.
- Campaign negative keywords: Google raised the limit to 10,000 per Performance Max campaign. Add them under Keywords, Negative keywords. They apply to Search and Shopping inventory only.
- Account level negative keywords: set in Admin, Account settings, and applied to Search and Shopping inventory across relevant campaign types including Performance Max.
- Search themes: up to 50 per asset group, added from the Signals card on the asset group. Google says exclusions and negative keywords still apply to them.
- Account level placement exclusions: Tools, Content suitability, Advanced settings, Excluded placements. Google states Performance Max respects account and manager level placement exclusions.
- Final URL expansion: on by default. It can send clicks to other pages on your domain. Turn it off under Asset optimization, or add URL exclusions.
- Customer acquisition goal: for non purchase goals such as leads, Google points to New Customer Only mode. Existing customers are defined with first party data, such as a customer list and the website tag.
- Channel performance report: under Campaigns, Insights and reports, Channel performance. It splits results by channel, including Search partners.
Location targeting needs its own check. The default location option is Presence or interest, which can include people who have only shown interest in your area. Google's Performance Max lead generation guidance recommends switching to Presence: People in or regularly in your included locations. For a contractor with a fixed service area, we treat that as required.
How Performance Max and Search share queries.
Google's keyword matching help page sets the rules. An exact match keyword that is identical to the search term takes priority, so an eligible Search campaign wins over Performance Max for that query. Phrase and broad match keywords share priority with Performance Max search themes, and a search theme identical to the query beats a phrase keyword that is not.
The rule only holds when the Search keyword is eligible. Google lists the exceptions: the Search campaign is limited by budget, the keyword has low search volume status, all ads or landing pages in the ad group are disapproved, or targeting is not met. So a budget limited Search campaign can hand its own exact match queries to Performance Max.
Budget split between Search and Performance Max.
Google does not publish a recommended split, so this is our method, not a rule. We fund Search until its core service and emergency campaigns are no longer limited by budget and impression share is lost mainly to rank, not budget. Only money above that line goes to Performance Max. Performance Max starts as the smaller campaign, but with enough daily budget to produce several qualified leads a week at your target CPA.
Google's lead generation guidance asks you to set the target CPA close to the maximum cost per lead you can accept, warns that a target set too low can limit performance, and says to allow at least 1 to 2 weeks, or up to 6 weeks for complex setups or low conversion volume, before major changes. If you want this managed alongside your Search build, that is part of our Google Ads for contractors work.

How to read the results.
We read Performance Max from the CRM backward: qualified leads and booked jobs, at what cost, and whether Search lost volume in the same period. Cheap Performance Max conversions while Search falls usually means it took queries Search would have won.
Two reports in Google Ads show where the results came from. The channel performance report shows spend and conversions by channel, with data available after June 6, 2025. Google cautions that its Conversions view shows only the goals the campaign optimizes for, while Results includes all goals. The search terms and landing pages report for Performance Max, found under the Search terms report, shows which queries and pages earned clicks and conversions. Use it to add negatives.
Is Performance Max good for lead generation?
It can be, once the campaign bids on qualified leads or booked jobs instead of raw form fills. Google's lead generation best practices recommend deeper funnel goals such as Qualified lead and Converted lead.
Should a contractor use Search or Performance Max?
Start with Search. An eligible exact match keyword identical to the query takes priority over Performance Max. Add Performance Max once Search is not limited by budget and qualified lead tracking is in place.
Does Performance Max steal traffic from Search campaigns?
It can take queries when the Search keyword is not eligible, for example when the Search campaign is limited by budget or the ad group's ads are disapproved. Brand exclusions and negative keywords in Performance Max reduce overlap.
Can you add negative keywords to Performance Max?
Yes. At the time of writing Google allows up to 10,000 campaign level negative keywords per Performance Max campaign, plus account level negatives. Both apply only to Search and Shopping inventory. Display and video use excluded content keywords and placement exclusions instead.
What location setting should home services use in Performance Max?
Google's Performance Max lead generation guidance recommends Presence: People in or regularly in your included locations instead of the default Presence or interest.
