CJ Affiliate vs Rakuten Advertising for Brands: Fees and Fit.

CJ and Rakuten are the two long-standing enterprise networks, and neither publishes a price list. Here is how their fees are usually structured, where each is strong, and when impact.com or Awin is the better comparison.

In the CJ Affiliate vs Rakuten Advertising choice, both are enterprise affiliate networks that quote fees privately, bring a managed publisher base and offer account teams that can run much of the program. CJ is larger and broader, with deep reach in US retail, travel, finance and lead generation. Rakuten Advertising leans into retail, fashion and beauty brands and offers strong local teams in Japan, Asia-Pacific and Europe. The right pick depends on which publishers you need, how much service you want and the contract you can negotiate.

This guide is for marketing leads and owners at brands doing roughly $5M to $500M in revenue who are shortlisting enterprise networks. We run affiliate programs for brands and we also publish on these networks, so we see how each one treats advertisers and how each one pays publishers. For the wider field, see our guide to the best affiliate network for brands.

How CJ and Rakuten Advertising work.

Both are classic networks. They track clicks and orders, hold the publisher relationships, invoice you for commissions plus their fee, and pay publishers. Both also sell service on top of the platform.

  • CJ Affiliate. Operating since 1998 and part of Publicis Groupe through Epsilon. CJ's advertiser page says brands can run their own program, work with an agency partner, or get "custom white-glove strategy, recruitment, and execution." It also sells CJ Influence, CJ Leads and CJ Marketplaces alongside the core network. CJ's homepage lists more than $16 billion in annual revenue and 157 million transactions a year across its network.
  • Rakuten Advertising. Formerly LinkShare and Rakuten Marketing, part of Japan's Rakuten Group. Its affiliate page lists 25+ years in the business, 150,000+ partners, 100+ in-market experts and launch in under one month, plus tools such as a commissioning suite, first- and last-touch payout options and partner discovery.
  • Rakuten Rewards is a different thing. The Rakuten cash-back site is a separate Rakuten business. Joining Rakuten Advertising does not by itself put you on it, and you can usually work with it as a publisher from other networks too.

Fee models and minimums as of November 2026.

Neither network publishes an advertiser price list. Fees are quoted after a sales call and vary with your expected volume, vertical and service level. What follows is how the fees are usually structured, with any figures clearly labelled as reported by third parties.

How fees are structured, as of November 2026

The CJ figures come from a network fee comparison by AM Navigator, last updated in March 2023, and are useful only as a reference point. We have no reliable public figure for Rakuten's network fee. Ask both networks for a written quote that breaks out every element above, plus payment terms for commissions.

For comparison, two competitors do publish prices. Awin's US pricing page lists a monthly fee plus a tracking fee of 3.5% or 2.5% of each transaction, and impact.com's pricing page lists flat monthly plans from $30 to $2,500 on 12-month contracts, with Enterprise quoted. Our guides to Awin vs impact.com and impact.com pricing break those down.

Publisher quality and the partners each network brings.

Both networks bring the large cash-back, loyalty, card-linked offer, coupon and editorial publishers that most enterprise brands want. The difference is in the mix and how actively the network manages it.

  • CJ. A very large publisher pool across content, loyalty, coupons, sub-networks, mobile and lead generation. CJ says it reaches more than 1 billion consumers worldwide in over 240 countries and territories, and pays publishers in over 150 currencies. Size cuts both ways: you get reach, and you also get more applications to screen.
  • Rakuten Advertising. A smaller, more curated set of partners in its own description, with emphasis on matchmaking from historical data and help with partner migration. Many brands choose it for strong relationships in retail and loyalty, and for regional teams in Japan, Asia-Pacific, Brazil and Europe.
  • Screening. On either network, set rules for trademark bidding, coupon code use, toolbar or extension traffic and disclosure, and enforce them. Network vetting reduces fraud but does not replace your own rules.

From the publisher side, the things that make us put effort behind a program are the same on both: quick application decisions, commissions that lock on a clear schedule, and a manager who answers. A big network brand does not cover for a program that reverses orders without explanation.

Managed services.

Both networks sell managed service, where their own team recruits partners, negotiates placements and reports. That can work well for brands without partnerships staff. Before buying, ask:

  • How many programs does the assigned manager run, and how much of their time is yours?
  • Is placement money (fixed fees for featured positions) included, or billed on top of commission?
  • Who decides commission changes and partner approvals, and on what data?
  • What happens to the service fee if affiliate revenue falls short of plan?
  • Will reporting separate new from returning customers by partner?

Network-managed service and independent outsourced program management are different arrangements. Our explainer on affiliate program management (OPM) covers how they compare on fees and incentives.

Verticals where each tends to be strong.

These are tendencies we see across programs and publisher dashboards, not hard rules. Large brands in almost every category run successfully on all four. The better test is your own list of target publishers and which network they prefer.

Contract and exit terms.

Enterprise network contracts are negotiated, so terms vary. These are the clauses to read before signing with CJ, Rakuten or any network:

  • Term and auto-renewal. Length, renewal notice window and price changes at renewal.
  • Minimums. Monthly fee or commission minimums, and whether a shortfall is billed.
  • Deposits and prefunding. Amount, whether it is refundable, and when it is returned on exit.
  • Commission payment terms. When you must fund locked commissions and what happens if you pay late.
  • Data on exit. Export of click, order and partner data, and how long you can access reports after termination.
  • Partner relationships. Whether you can contact and move partners when you leave, and how tracking is wound down.
  • Non-network deals. Whether direct deals with publishers outside the network are restricted or charged.

How to choose between CJ and Rakuten Advertising.

Name the publishers you need.
List your top 30 target partners, including cash-back, loyalty, card-linked, coupon and editorial sites. Ask each which network they prefer and whether they already work with your competitors there.
Decide how much you want run for you.
If nobody internal will manage partners, price managed service from both networks and an independent agency. If you have staff, a self-run network seat or impact.com may be enough.
Request itemized quotes.
Ask CJ and Rakuten for setup, deposit, minimums, network fee basis and managed service fees in writing. Get Awin and impact.com prices from their pricing pages for the same volume.
Convert to cost per affiliate dollar.
Calculate total annual channel cost divided by expected affiliate revenue, at current and target volume.
Check tracking and returns.
Confirm your ecommerce or lead platform integration, server-side conversion support, and how returns and cancellations reverse commission. See our postback URL setup guide.
Negotiate term and exit.
Push for a shorter first term, no or refundable deposit, data export and partner contact rights.

Mistakes we see brands make.

  • Accepting a bundled quote. Without fees itemized, you cannot compare networks or negotiate the right line.
  • Paying loyalty and coupon partners the same as content partners. Use new-customer commission rules so partners that introduce buyers earn more than ones that catch existing ones at checkout.
  • Buying placements without a test. Fixed placement fees on top of commission should be tested against a baseline period before renewal.
  • Leaving disclosure to partners. The FTC's Endorsement Guides apply to affiliate content. Its guidance for endorsers defines a material connection to include a financial relationship such as "free or discounted products or services" (FTC, Disclosures 101). Write disclosure rules into program terms and monitor them.
  • Signing long terms on a first program. Until you know which partners drive incremental sales, keep the first term short.

What to measure.

  • Total channel cost (commission, network fee, minimums, placements, managed service) as a share of affiliate revenue
  • New customer share and average order value by partner type
  • Reversal rate and days from order to locked commission
  • Active partners per month and revenue concentration in the top five
  • Overlap with paid search and email, checked with holdout tests where possible
  • Publisher application approval time

When to bring in help.

Bring in help when you are negotiating an enterprise network contract, migrating networks, or running a program where a few loyalty partners take most of the commission. Theory Road runs affiliate partnerships for brands on CJ, Rakuten Advertising, impact.com and Awin, and our publisher side gives us a direct view of what partners respond to. Whoever you hire, our guide on how to hire an affiliate marketing agency lists what to check.

Is CJ Affiliate or Rakuten Advertising better for brands?

Neither wins across the board. CJ fits brands that want the broadest US reach and options from self-run to white-glove service. Rakuten Advertising fits brands that want an expert-led network with strong retail relationships and regional teams in Japan, Asia-Pacific and Europe. Let your target publisher list decide.

How much does CJ Affiliate cost for advertisers?

CJ does not publish pricing. Third-party sources have reported a one-time deposit of around $3,000, a $500 monthly minimum and a network override on commissions, with older figures near 30%. Treat these as reported, and get an itemized written quote.

How much does Rakuten Advertising cost?

Rakuten Advertising does not publish pricing, and third-party reports disagree on whether setup fees apply. Expect a negotiated network or tracking fee on commission or sales, and ask for every fee element in writing.

Is Rakuten Advertising the same as Rakuten Rewards?

No. Rakuten Rewards is a cash-back publisher owned by the same group. Rakuten Advertising is the affiliate network brands sign with. Working with one does not require the other.

Who owns CJ Affiliate?

CJ Affiliate is part of Publicis Groupe through its Epsilon business. It has operated since 1998.

Should I choose CJ, Rakuten, impact.com or Awin?

Choose CJ or Rakuten for a managed enterprise network, impact.com for a software platform you run yourself across partner types, and Awin for sale-based pricing and UK and European reach. Compare them on total channel cost and on where your target publishers already work.

Can I leave CJ or Rakuten easily?

It depends on your contract. Check term, renewal notice, minimums, deposit refunds, data export and partner contact rights before signing, and plan a wind-down period so partners are not left without tracking.
