Apple Ads Campaign Not Spending? Causes and Fixes in Order.

An Apple Ads Advanced campaign can show as running and still spend nothing. The cause usually sits one level down, in an ad group hold, an audience refinement or a bid that cannot win. Here is the order we check.

When an Apple Ads campaign is not spending, the cause is almost always one of eight things: the campaign or account is on hold for billing, an end date or a policy issue, the app is not eligible in the countries or regions you picked, the ad group is on hold because audience refinements shrank it below Apple's 5000 customer minimum, the max cost-per-tap (CPT) bid is too low to win competitive keywords, the daily budget is so close to the bid that the console rejects edits or the campaign stops after one tap, Search Match is off with too few keywords (or on when you expected it off), negative keywords block the terms you meant to buy, or the placement you chose does not use keywords at all. Read the status on each level (campaign, ad group, keyword), fix the hold first, widen the audience, then raise bids and budget in that order.

Apple Ads is Apple's auction for ad placements on the App Store. Apple Ads Advanced charges per tap: you set a daily budget per campaign, a default max CPT bid per ad group, and optional keyword bids, and Apple picks an ad based on relevance to the query and your bid. Apple Ads Basic is the simpler product: it charges per install, has no keywords or audience settings, and only runs in search results. This piece covers Advanced, where the settings that stop spend live. We hit most of these building campaigns for one of our own apps.

What is the difference between Apple Ads Basic and Advanced?

Apple Ads Basic charges per install and caps spend at $10,000 (U.S.) per app per month, while Apple Ads Advanced charges per tap with no monthly maximum. Basic runs in search results only, with no keywords or audience settings. Advanced adds keywords, Search Match, audience refinements and four placements, which means more ways to choke delivery by accident.

Which placements can an Advanced campaign run in?

Apple Ads Advanced has four placements: Today tab, Search tab, Search results, and Product pages while browsing, and only Search results uses keywords and Search Match. Each campaign targets one placement. Apple lists Search results, Search tab and Today tab in 91 countries and regions and product pages in 90 (not mainland China). As of October 2026, Apple's news page also says it now runs additional search results ads further down the results page, on top of the original top slot. You cannot bid for a specific position.

Search results campaigns come in two bid strategies. Maximize Conversions uses an auto-bidder with a target cost per acquisition and requires Search Match. Manage Bids lets you add keywords and set your own max CPT bids per ad group and per keyword.

The eight causes we find most often.

  • Campaign or account on hold: Apple puts a campaign on hold when the end date is in the past, no valid payment method is assigned, a card is declined, a chargeback occurs, or there is a policy or terms violation
  • App not eligible: the app is not available on the App Store in the selected countries or regions, violates Apple Advertising Policies, is not supported by the placement, or was added to the App Store less than 24 hours ago
  • Audience below the minimum: age, gender, customer type or location refinements leave fewer than 5000 customers, and the ad group shows on hold
  • Bid too low: the max CPT bid is not competitive for popular terms, so the ad rarely wins an impression even though everything shows as running
  • Budget tied to the bid: Apple requires the bid to be less than the daily budget, so a tiny budget blocks bid increases and leaves the campaign spending one or two taps a day at most
  • Search Match set wrong: it is on by default in Manage Bids ad groups and can spend on terms you never chose, or it was switched off in an ad group that has only a handful of exact match keywords with little volume
  • Negative keywords too wide: a negative added at the campaign level blocks a term across every ad group, including the one built to buy it
  • Wrong placement for the job: a Today tab or Search tab campaign was set up expecting keyword control, or a CPA cap below the max CPT bid is holding back delivery

How do you check why an Apple Ads campaign is not running?

Apple Ads shows a status at the campaign, ad group and keyword level, and a hold at any level stops spend below it. Read them in this order.

The Campaigns dashboard. Sign in to ads.apple.com and open Campaigns. The status column says running, paused, on hold or removed. Hover the status for the reason. A hold here is almost always billing, an end date, or eligibility, and nothing you do to bids will matter until it clears.

The Ad Groups dashboard. Click the campaign name. An ad group on hold for audience size shows a message that the audience is below the threshold. Check the start date and dayparting too.

The keyword and search term views. In a Manage Bids search results ad group, open Keywords and look at impression share, rank and the bid recommendations Apple shows in the Max CPT Bid column. Then open the Search Terms tab to see what Search Match actually matched. Older guides mention a bid strength indicator; the current help center describes bid recommendations and bid insights instead.

Diagnose top to bottom.

Clear account and billing holds.
Open Billing and confirm a valid Visa, Mastercard or American Express is assigned. After a decline Apple may pause ads and retries the card within 24 hours.
Confirm the app and countries are eligible.
Check that the app is live on the App Store in every country or region the campaign targets, that it was not published in the last 24 hours, and that it meets Apple Advertising Policies.
Check dates, end dates and lifetime budgets.
An end date in the past puts the campaign on hold. Apple paused all campaigns that used a lifetime budget in June 2026, so an older campaign that relied on one needs a daily budget and a fresh activation.
Reset audience refinements.
Set customer type to All users, remove age and gender, and clear location refinements in the ad group. If spend starts, add refinements back one at a time. Age and gender refinements exclude everyone with Personalized Ads turned off.
Fix the bid and budget pair.
Apply Apple's suggested max CPT bid, then make sure the daily budget is comfortably above it, not just a cent over. A budget cut below today's spend pauses serving until tomorrow, which is expected.
Audit Search Match and keywords.
Decide per ad group whether Search Match should be on. Keep exploration in one ad group with Search Match on, keep exact match keywords in another with it off, and add the exact terms as negatives in the discovery group so they do not compete.
Read negatives and the CPA cap last.
Export campaign and ad group negatives and look for terms that overlap your keywords. Then check the CPA cap: Apple warns that a cap set below the max CPT bid can cost you delivery.

Is Search Match set on the campaign or the ad group?

Search Match is an ad group setting, on by default in Manage Bids search results ad groups and required in the automatic ad group of a Maximize Conversions campaign. It matches ads to searches using your App Store metadata, similar apps in the genre, and other search data. Because it lives on the ad group, one campaign can have it on in one group and off in another. In our accounts that split caused most surprises: spend on loose terms in the group we forgot to switch off, and none in the group we switched off with three exact keywords.

New keywords default to broad match, which Apple says covers close variants, synonyms, related searches and phrases that include the term. Exact match covers the exact keyword plus common misspellings and plurals. Negative keywords default to exact match and can sit at the campaign or ad group level. An ad group holds up to 5000 keywords.

Does audience refinement stop Apple Ads from spending?

Apple Ads will not run an ad group with audience refinements unless the audience has more than 5000 customers, and the ad group shows on hold until it does. Refinements are set per ad group: customer type (All users, New users, Returning users, Users of my other apps), age, gender, device, and location. The bigger hidden cut is privacy. Apple states that age or gender refinements automatically exclude customers with Personalized Ads turned off, and that 78 percent of App Store search volume on iOS 17 and later came from devices with it turned off. Apple also shows no ads to accounts registered to minors under 13.

What is normal and what is a red flag?

Apple caps monthly spend at the daily budget times 30.4 days, so spending above the daily budget on a single day is normal. Apple says spend may exceed the daily budget on days with more opportunity. A budget change usually takes effect the same day. Metadata edits in App Store Connect can take up to 24 hours to show in the ad preview. Billing charges usually land every $500 (U.S.) spent or every seven days, whichever comes first.

Impression share is the share of available impressions your ad won, shown in ranges from 0 to 90 percent and then as 91 to 100 percent. Rank shows where you sit against other apps from 1 to 5 or above 5. Search popularity runs 1 to 5. Low impression share on a popular term is a bid problem. Zero impressions on every keyword is a status, audience or eligibility problem. A hold that lasts past a day after a billing fix, or a Search Terms report full of unrelated queries, is a red flag.

Once spend is flowing, measurement is the next gap. Apple reports taps and installs in its own console, so expect differences from your product analytics, the same way we describe in why ad numbers differ from your CRM and why ad platforms report different conversions. Run the conversion tracking audit checklist before scaling, and if you also run search on Bing, the same zero spend pattern shows up in new Microsoft Ads accounts that are not spending.

Why is my Apple Ads campaign running but getting no impressions?

Running means nothing is on hold at the campaign level. Check the ad group status for an audience hold, then the keywords. If statuses are clean, the max CPT bid is usually too low for the terms, or Search Match is off and the keywords have little volume. Apply Apple's bid recommendation and widen keywords.

What is the minimum daily budget for Apple Ads Advanced?

Apple's help center does not publish a fixed minimum dollar amount for Advanced. The documented rule is that your bid must be less than your daily budget, so in practice the budget has to sit above your highest bid. Set the budget for the spend you want, not near the bid.

Why is my Apple Ads ad group on hold?

Most often the audience is below Apple's minimum of more than 5000 customers after age, gender, customer type or location refinements. Remove refinements and the hold clears. A future start date also keeps it from running.

Why was my Apple Ads campaign paused for billing?

A declined charge can pause ads. Apple retries the same card within 24 hours, or charges a replacement card within 24 hours of adding it. Prepaid cards, gift cards and wallets such as PayPal are not accepted.
