When a new Microsoft Advertising account is not spending, the cause is almost always one of seven things: a conversion based bid strategy (Maximize Conversions, Target CPA, Target ROAS or Maximize Conversion Value) with no conversion history, keyword bids that the automated strategy ignores, an account or payment hold, ads or keywords still in editorial review or disapproved, a UET tag or conversion goal that is not recording, a tracking template or click ID that did not survive the Google Import, or ad distribution that sends the budget somewhere you did not expect. Check them in that order, move the campaign to Enhanced CPC or Maximize Clicks with a max CPC cap until conversions accrue, and only then switch back to conversion bidding.
Microsoft Advertising is the auction behind ads on Bing and its search partners. Each search runs an auction where your bid strategy decides what you are willing to pay for the click. A Universal Event Tracking (UET) tag on your site reports visits and events back to Microsoft, conversion goals decide which of those events count, and the Microsoft Click ID (the msclkid parameter) ties a conversion back to the ad click. Most new accounts are built with the Google Import tool, which copies campaigns, keywords, ads and bid strategies from Google Ads. It does not copy Google's conversion history, and that gap is where most zero spend accounts start.
The seven causes we find most often.
We see these on accounts we take over and on accounts we build. The first explains most cases.
- Conversion bidding with no history: the imported campaign runs Maximize Conversions or a target strategy, the new account has zero conversions to learn from, and the bids it places sit below what generic auctions clear at
- Keyword bids ignored: Microsoft documents that under automated bid strategies your ad group and keyword bids are ignored, so raising them changes nothing
- Account or payment hold: a missing payment method, a declined card, or an account still in review stops every ad in the account
- Editorial review or disapproval: new and edited ads and keywords go through review, and a disapproved ad cannot serve
- UET or conversion goal not recording: the tag is missing from some pages or the goal is defined wrong, so conversion strategies have nothing to optimize toward and revenue strategies have no value to read
- Import gaps in tracking: the tracking template, final URL suffix or click ID setting did not come across from Google, so clicks arrive untagged and conversions are not attributed
- Ad distribution leaks: the search campaign also serves on partner and audience placements, which can absorb budget on traffic that looks nothing like Bing search
How to verify what is blocking delivery.
The account and campaign status columns. On the Accounts summary and the Campaigns page, read the Status and Delivery columns before anything else. Account errors such as a missing payment method stop every ad in the account. At the ad and keyword level, look for statuses that say pending review or disapproved. Note that Microsoft says the editorial status returned by the API can differ from the delivery status shown in the web application, so if you manage through scripts or the API, confirm in the UI.
The conversion goal tracking status. Under Tools, open Conversion goals and read the Tracking status for each goal. Microsoft documents five values: Unverified (no data received from the tag yet, and verification can take up to 24 hours), Tag inactive (no activity from the tag in the last 24 hours), No recent conversions (tag active but no conversions in the last 7 days), Recording conversions, and a state for accounts that lost access to a shared tag. Then load your conversion page with the UET Tag Helper extension to watch the events fire.
The search terms and network breakdown. Once anything spends, open the search terms report for the campaign and segment performance by network or ad distribution. This is where you see whether the money went to Bing searches, to partner traffic, or to audience placements. Microsoft's own API docs note that audience ad performance does not appear in the search query report, so a gap between total clicks and search term clicks is a clue.
Diagnose top to bottom.
Each step isolates one layer. Stop at the first real failure.
msclkid and your UTM parameters. The bid strategy step is the one that fixes most stalled accounts. In accounts we built from a Google Import, we saw campaigns on conversion bidding serve only on cheap brand searches and show zero impressions on generic terms for days. Moving them to Enhanced CPC or capped Maximize Clicks produced impressions the same day. That is our observation, not a published Microsoft rule, but it fits the documented mechanics.
Symptom, cause and fix.
| Symptom | Likely cause | Fix |
|---|---|---|
| Zero impressions on every campaign | Payment method missing, card declined, or account in review | Fix the account error on the Accounts summary page, contact support if review stalls |
| Spend only on brand terms, nothing on generic | Conversion bid strategy with no conversion history | Switch to Enhanced CPC or Maximize Clicks with a max CPC until conversions accrue |
| Keyword bid increases change nothing | Automated strategy ignores keyword bids | Change the campaign bid strategy first, then set bids |
| Maximize Conversion Value or target ROAS will not take | No conversion goal reporting revenue | Give the goal a fixed or variable revenue value and confirm it records |
| Ads show pending review or disapproved | Editorial review in progress or policy failure | Wait for review, edit the ad, or appeal if appealable |
| Goal stuck on Unverified | UET tag missing or broken | Install the tag site wide, test with UET Tag Helper |
| Clicks in Microsoft but none attributed in analytics | Tracking template or msclkid lost in import | Turn on Microsoft Click ID auto-tagging and recreate templates and URL suffix |
| High CTR on odd queries, or clicks missing from search terms | Partner or audience network traffic | Restrict ad distribution, review the network breakdown, add negatives |
Partner and audience traffic.
Microsoft lets you set ad distribution at the ad group level. The API names the two search options as the entire Microsoft Advertising Network (owned and operated plus syndicated search partners) or owned and operated only, which Microsoft labels Microsoft sites and select traffic. A Microsoft support answer describes that second option as Bing, MSN and Outlook.com plus select partner traffic such as Yahoo. Separately, search ads can be extended to native placements on the Microsoft Audience Network. Setting names have changed more than once, so confirm the current labels in your account rather than trusting an old screenshot.
In our accounts we saw search campaigns pick up partner feed traffic with odd query phrasing and click through rates far above anything Bing search produced, with nothing to show for it on the site. That pattern is why we read search terms on day one and restrict networks until the core campaigns prove out.
One related reporting point: much Microsoft search traffic arrives from Yahoo and AOL, not only bing.com. If you detect paid traffic by referrer instead of by click ID, include those domains, or Microsoft clicks will be counted as organic. This is the same class of problem we cover in GA4 direct traffic and not set, and it is why we prefer msclkid over referrer rules.
What is normal and what is a red flag.
Normal: a UET goal showing Unverified for up to 24 hours after the tag goes live, because Microsoft documents that verification can take that long. Normal: No recent conversions on a goal in a new account, because that status only means nothing converted in the last 7 days. Normal: a budget that runs above the daily figure on some days, because Microsoft states the budget is a target and actual daily spend can be higher or lower.
Red flags: Unverified past 24 hours after the tag is live, which means the tag is not firing. Tag inactive on a goal that used to record. Spend that appears in campaign totals but not in the search terms report. Any campaign on Maximize Conversions or a target strategy that has had zero conversions for weeks, because Microsoft says Maximize Conversions and Target CPA stop optimizing bids when a campaign falls below 30 conversions over any 30 day period.
Once spend starts, reconcile it against your CRM (see why ad numbers differ from your CRM). Sending leads back works like our Google Ads offline conversions setup with msclkid as the click ID, and goal choices mirror primary versus biddable conversion goals.
Why is my new Microsoft Ads campaign not getting impressions?
Check account status and payment first, then editorial status on ads and keywords, then the bid strategy. A new account on Maximize Conversions or a target strategy has no conversion history, and in our experience it bids too low to win generic auctions. Move it to Enhanced CPC or Maximize Clicks with a max CPC until conversions accrue.
Does Maximize Conversions need conversion history in Microsoft Ads?
Microsoft requires a UET tag and a conversion goal (or offline conversions) to use it, and says Maximize Conversions stops optimizing bids when a campaign falls below 30 conversions over any 30 day period. A brand new account starts at zero, so start on a click based strategy.
Why can I not save Maximize Conversion Value in Microsoft Ads?
Value based bidding needs conversion goals that report revenue. Microsoft documents that Target ROAS requires revenue tracking with non-zero revenue in the last 30 days. In our accounts, Maximize Conversion Value would not save until a goal carried a revenue value. Set the goal to a fixed or variable value and confirm it records.
Does Google Import copy tracking templates and the click ID?
The import has tracking template options, but check the result. Confirm templates and final URL suffix at every level match Google, and that Microsoft Click ID auto-tagging is on. It is on by default for new accounts, but verify it.
Why do my Microsoft Ads keyword bid changes do nothing?
Microsoft documents that bid settings are ignored under its automated bid strategies. If the campaign is on Maximize Conversions, Maximize Clicks or a target strategy, keyword bids are not used. Change the strategy to Enhanced CPC if you want your bids to apply.
Should a Microsoft search campaign run on partner and audience sites?
Not until the core campaign is profitable. Start on Microsoft sites and select traffic, read the network breakdown, and expand when the data supports it.
